Apparently, it's a wicked business that exploits women's desire to become pregnant, and the letter was from an anonymous woman who had been a victim.

"I can't forgive this! Of course I want children, but I don't want just any child."

--Ministry of Health, Labour and Welfare official, Chizuru Kushiyanagi, immediately begins an investigation.

After gathering information around the office and becoming certain, Chizuru heads to the corrupt office, "Ichinowatari Detective Agency."

Meanwhile, at the problematic "Ichinowatari Detective Agency"...

The office is run by clerk Natsuko Houjou, and the director, Touya Ichinowatari, frequently visits his girlfriend Iori Shimofurutachi's office. The crucial sperm donation is handled by a handsome colleague of Touya's.

The protagonist of this story, Saeki Kousei, originally specialized in investigating the entertainment industry. Using his connections, he seemed to be doing reasonably well with the Harakatsu business, even successfully bringing in women seeking sperm donations.
