Hero's Destiny

In the near future, where heroes and mutants exist, a mysterious figure, “Doctor”, has taken over a city in Japan and controls it with his powerful scientific abilities.
He takes civilians hostage and offers the government an exchange:
"If Hero Blaze visits my ‘city’ and wins his matches against the mutants, I will release the hostages."
